Public administration is in the headlines everywhere. In stories about everything from our roads and bridges to tax packages, from health care to election systems, our discipline—and the impact we have on people's lives—is on display.

What do these headlines demonstrate?

Roads, bridges and tunnels are what connect us all; without them, we don't move very far from home. Health care and social services help us care for each other and enable all of us to live in an egalitarian society. Taxes, tolls, pensions and public spending enable us to share with each other and take care of ourselves in old age. The government workforce and how its members are hired, fired, recruited and promoted relates directly to the level of government service we all want and expect.

Chapter and Section Leaders: Send Us Your Financial Reports!

Calling all Chapter and Section leaders: ASPA's national office needs your financial reports for FY2017 right away.

Why is this important? For two reasons:

  1. So we can file your IRS paperwork properly!
    All IRS forms are due by May 15 and we cannot file on your behalf (and help you retain your tax-exempt status) without this data.
  2. So you can collect your rebates!
    We cannot provide you with your rebates until we have your financial report in hand.

You can find the forms are online (Chapter form here, Section form here).

All forms must be filed by April 30 or you will risk losing your standing as an ASPA Chapter or Section.

State Memos to Leaders Memo Published, Focuses on Workers Cooperatives

ASPA continues to publish its series of Memos to State and Local Leaders, with its most recent release looking at workers cooperatives and job creation. Written by ASPA District II Representative Michael Brintnall, this memo looks at the role workers cooperatives can play in spurring job growth, especially in urban environments.

Citing examples from New York, Ohio, California and North Carolina, Brintnall's document provides insights as to how they work, under which best-case scenarios, where they are most prevalent, how to implement them and more.

For those ASPA members working in state or local government, make sure you download a copy of this memo and take a look at this alternative choice for economic development.

Public Service Recognition Week, May 6-12

The 2018 Public Service Recognition Week (PSRW), May 6-12, is just weeks away. What is your group doing to honor its public servants?

Organized by the Public Employees Roundtable, this annual event is a great opportunity to tout the important work public administrators and other public servants perform. No matter how you celebrate public service, now is the time to start planning—and make sure you keep ASPA informed about your event or celebration so we can include you on our website and in our coverage of this year's Week.

Just some of the Chapter events taking place include:

If you are in the D.C. area, there are several events taking place this May, including a 5K (which you can do virtually!), a Washington Nationals baseball game and a Public Service Town Hall, sponsored by the Partnership for Public Service and the Volcker Alliance. Call for Papers: 2018 Transatlantic Dialogue—Deadline Friday

The 2018 Transatlantic Dialogue (TAD 14) will be held at the Bucharest University of Economic Studies, June 6-8, 2018. The theme of this year's conference, jointly organized by EGPA and ASPA is, "The Disciplines and the Study of Public Administration—Transatlantic Perspectives". TAD 14 will bring together a diverse group of scholars who draw on different theoretical and methodological perspectives to share their latest research and discuss challenges confronting governance and democratic society on both sides of the Atlantic. This conference aims to study in depth the contribution that the many disciplines that constitute public administration (PA) as an inter-disciplinary endeavor can contribute to the advancement of PA theory and practice, and explore the commonalities as well as differences between Europe and the United States in the ways in which the various disciplines are employed in the study of PA. 2018 Midwest Public Affairs Conference Proposals Due

The 2018 Midwest Public Affairs Conference (MPAC) will take place June 7-8, 2018 at University of Illinois—Chicago. The conference theme this year is "Adapting Public Service to an Age of Technological Change."" MPAC has a dual charter of promoting quality research and providing a mechanism for socialization in the field. To keep the conference accessible, we accept proposals for traditional presentations (15-20 minutes), assembled panels, workshops, training sessions, roundtables, policy forums—but do not require a paper to be submitted. There will be content and programming related specifically to our theme (particularly in civic technology), but we are a generalist event that accepts proposals on all topics in public affairs. National Forum for Black Public Administrators Annual Conference

Registration for the National Forum for Black Public Administrators' (NFBPA) annual conference, FORUM 2018, is open. Taking place next week, April 18-22, 2018 FORUM attracts more than 1,000 African American public officials for an intensive skills building and professional development program. Georgia State University Conference: April 26-27

Georgia State University's Andrew Young School of Policy Studies will be hosting a conference, "Public Finance and the New Economy," April 26-27, 2018. The field of public finance is faced with challenges and opportunities arising from the new economy, sharing economy, data analytics and artificial intelligence. ABFM 2018 Research Conference Proposals Due May 1

The Association for Budgeting and Financial Management invites you to submit a paper or panel proposal for its annual research conference. This year's conference will be held Oct. 4-6 in Denver. Though papers have traditionally focused on U.S. state and local government budgeting and financial management, organizers welcome papers on federal budgeting, as well as papers with an international or comparative perspective. Network Leadership Training Academy Accepting Registrations

Building cross-sector partnerships between organizations and communities to address complex social problems is both a valuable and challenging experience. While many people are eager to implement these types of partnerships, there are few venues for developing the skills needed to be successful. To address this gap, we invite you to join the 6th Annual Network Leadership Training Academy (NLTA), May 16-18. Hosted by the Center on Network Science at the University of Colorado Denver's School of Public Affairs, this three-day interactive workshop will develop skills that reflect the adaptive and innovative needs of managing and being a member of a diverse group of stakeholders. SAAPAM 17th Annual Conference May 8-11

The South African Association of Public Administration and Management (SAAPAM), in collaboration with the Department of Public Administration within the faculty of economic and management sciences at North West University, will be hosting its 17th Annual Conference at Mmabatho Palms in the North-West Province, May 8-11, 2018 under the theme, "Building State Capacity for Democracy's Developmental Mandate." IJPA Issues Call for Papers for Special Issue on Migration

International Journal of Public Administration (IJPA), published by Taylor & Francis (Routledge), is a blind-refereed, scholarly publication that presents a forum for academicians and practitioners in organization theory and behavior, management and public and nonprofit administration. IJPA is preparing a special issue symposium on migration (broadly defined) that will be published in early- to mid-summer 2019. Interested scholars and practitioners working on that topic are cordially invited to submit an abstract of no more than 300 words before May 15, 2018. All manuscripts will go through rigorous blind-review process via multiple reviewers. Fully completed manuscripts of accepted abstracts will be due Oct. 1, 2018. Papers should not exceed 30 pages (double spaced/7,000 words), inclusive of all tables, figures and charts. APA style with third person writing is required; guidelines are on the IJPA website. All abstracts and manuscripts should be submitted to Jean-Claude Garcia-Zamor, the guest editor of the symposium, at [email protected]. Garcia-Zamor is a professor in the Department of Public Policy and Administration at Florida International University.

The Future of Public Service Symposium: May 31

Suffolk University, with ASPA, is hosting a symposium this May, "The Future of Public Service: Advancing the Civil Society through Partnership Government." Taking place May 31, this dialogue will explore the next frontier of public service: partnership government. It will focus on a broad vision of public service grounded in the principles of the civil society, the common good, service to others and social equity, exploring the need for public service organizations and other actors to recognize and embrace the interdependence that is necessary to succeed as partners in an era of fundamental challenges to the role of government itself. 2018 Sino-U.S. International Conference This June

The ninth Sino-U.S. International Conference on Public Administration invites you to submit your paper abstracts for this year's conference, taking place June 15-17 in Beijing. Hosted by Suffolk University, Institute of Public Service; Rutgers University—Newark, School of Public Affairs and Administration; ASPA; and the Chinese Public Administration Society, the theme for this year's conference will be: "Implementing Public Policy Toward Good Governance." LLAMA Announces Career Institute Presentation

Gary Shaffer, university professor and former library system CEO, will host an American Library Association LLAMA Career Institute in conjunction with the association's 2018 Annual Conference in New Orleans. Looking at sustainability, Shaffer will present findings from his recently published book, Creating the Sustainable Public Library: The Triple Bottom Line Approach, on Friday, June 22. This pre-conference will help participants enhance their professional knowledge, expertise and skills in 12 of the 14 foundational competencies identified by LLAMA. Click here for more information.

The 2018 Congress of the International Institute of Administrative Sciences (IIAS), taking place June 25-29, 2018 in close collaboration with the Presidency of the Tunisian Government and ENA Tunis (National School of Administration), will focus on the theme of administrative resilience. Biden Challenge at University of Delaware Scheduled for September

This fall, the University of Delaware is hosting the Biden Challenge: How to Revitalize the Middle Class. Participants will engage in panels and idea exchanges at the university on the future of employment and education, the role of innovation, budget priorities and infrastructure investments. Introducing Public Integrity's New Managing Editor, Jonathan Rose

Jonathan Rose, PhD. is a senior lecturer in Politics and Research Methodology at De Montfort University in the UK. He has a Ph.D. in Political Science from the University of Nottingham, which investigated UK citizens' attitudes to public ethics. This Ph.D. was co-funded by the UK's Economic and Social Research Council (ESRC) and the UK's Committee on Standards in Public Life. The thesis formed the basis of his monograph 'The Public Understanding of Political Integrity: The Case for Probity Perception' (2014, Palgrave). Following the completion of his Ph.D., he worked as a post-doctoral fellow at Nottingham (2011-2015) on a project investigating the integrity management systems of the UK, Hong Kong and China. This project was funded by the UK's ESRC and Hong Kong's Research Grants Council. Since completing his Ph.D. he has published several articles and book chapters on the subjects of corruption, ethics, good governance and political trust. Rose has extensive experience working with policymakers and has made several evidence submissions to independent and governing regulators. This has included formally giving oral evidence before the House of Commons Committee on Standards.

We warmly welcome him to the editorial team and look forward to his leadership. Rose will work closely with the associate managing editors and the book/film review editor. Richard K. Ghere will continue as part of the leadership team at Public Integrity in the role of associate managing editor. His plans are to use the extra time afforded by the less demanding position to complete a book manuscript that assesses five influential books in public administration from a variety of rhetorical perspectives, and to supplement an existing article-length manuscript on public reactions to President Ford's pardon of Nixon to include considerations of the current climate of public morality. He will also continue in his role of facilitating a summer research program at the University of Dayton wherein undergraduate students pursue independent research in Malawi over a nine-week period. Ghere has done an extraordinary job as managing editor and we have all benefitted from his service and leadership. He has worked closely with Rose to ensure a smooth transition, and we are fortunate to have them both on our Team.
