The Section on Emergency and Crisis Management (SECM) seeks to improve the quality of emergency management in the public sector. Within the context of numerous statutes, regulations, and ordinances, emergency management can be defined as the process of developing and implementing policies concerned with mitigation, preparedness, response, and recovery.
