Call for papers
In today’s world, crises are following one another at a high tempo: once exceptional and time-bound, natural disasters, terrorist attacks, economic recessions and political transitions are increasingly becoming a permanent feature of contemporary public life.

Accordingly, the challenge governance systems are faced with is shifting from how  to properly address specific crises to how  to routinely deal with the unexpected.

The concept of administrative resilience captures this shift where complex problem solving is becoming the core business of governance systems.

Resilient governance systems have strong connections with their environment allowing detecting relevant signals. They have routine procedures to process such signals into anticipatory and mitigating measures. They are used to deal with situations where information is incomplete or contested.

In 2018, the Congress of the International Institute of Administrative Science will focus on the theme of administrative resilience. It hereby helps to understand the conditions under which governance systems can better absorb shocks and improve human wellbeing.

We have changed the format of the Congress. During the summer, we launched a wide call for panels to our network and received a large number of call proposals. Therefore, instead of tbhree main subthemes and an Open Call, we are proposing in a first wave 21 call for papers to be followed by a second wave later on focusing on different aspects of the main theme: STRIVE, ADAPT, MAINTAIN: RESILIENCE OF GOVERNANCE SYSTEMS

These calls are clustered under the following subthemes:
  • New Public Governance
  • Risks, crises and disasters management
  • Sustainable Development Goals
  • Political and administrative resilience
  • And the Open Call

They are now available via the following link:
